Views on How Workmen Have been Cheated in 9th Bipartite Settlement

 The scandal, in the name of “Rationalization of Special pay” in the 9th Bi-Partite Settlement can be aptly described as such.  Take case of Special Pay, payable to Head Cashier-category II of Rs. 1300/- under 8th B.P.S.  

Under 9th B.P.S. it is increased to Rs. 1780/-. Prima facie, an increase of 36.92%! But, the devil is in details.   

From Nov. 2007, all Clerks will get a Special Pay of Rs.1000/-, whether they perform the duties related to a Special Pay or not.

In other words, the Special Pay of a Head Cashier-category II stands reduced to Rs. 780/-, while performing (at least) same duties & taking same responsibilities as earlier.

The full impact of this sleight of hand can be gauged from the following table.

( Note: D.A. for May 2010 is presumed at – 398 Slabs under 8th B.P.S. & 261 Slabs under 9th B.P.S. )

 The gap of reduction in Net Special Pay of over 52%, under two settlements will widen further with every increase in D.A. Slabs.

 This is just an example! Most Categories of Special Pay under 8th B.P.S. have suffered the same fate, whether it is S.W.O. or Special Assistant.

 Clever drafting has reduced Special Pay to less than half! What about duties & responsibilities associated with it!

 Remember the euphoric claim of “Substantial Reduction in Costs due to Rationalization of Special Pay”!!

 Well, read it as “Substantial Rationalization in Costs due to Reduction of Special Pay”!!

K.C. Laad Says When VI pay commission has awarded 40% rise to govt. employees, PSU’S despite losses, are giving handsome rise to their staff, so why IBA is not ready to pay reasonable pay hike to bank staff in spite of higher profitability of almost all PSU banks.      

Basic Pay :   The basic pay of clerk after merger of D.A.of Nov 2007 i.e. 24.66 %( 2836 point of D.A..i.e. Rs.3258/-) in the last basic pay Rs.13210/-and further rise as per 9th settlement if @17.5 %( Rs.2882-) should be Rs.19350/-instead of Rs.18300/-(13210+3258+2882/-). Why lower basic pay is given? Fresher’s basic pay will rise by 1000/-while senior are deprived of this basic pay rise .

There should be a suitable difference between the starting basic pay of clerk & substaff  5500/- for sub staff & 6200/- for clerk, difference of Rs.700/-only). 

How bank can retain & recruit technically qualified, computer savvy,+ ve thinking, hard working employees in present situation ?

Special pay : It is very disgusting to know that Rs.1000/-out of special pay will be added to basic pay from 1.5.2010 & subsequently sp.pay will be reduced by Rs.1000/-there from while fresher will get rise of Rs.1000/-in their basic without sacrifice. It is very ridiculous that at the cost of seniors, fresher are being benefited .First time in the history of wage settlement such a derogative step has been taken. Duties & responsibilities of Special Asstt. as well as Single window Operator is increasing in every settlement on the other hand Sp.pay for sp.asstt.will be reduced from Rs2180/-to Rs.1180/- even less than present sp.pay i.e. Rs.1600/- before this settlement. A long list of duties & responsibility has been attached with the draft of settlement for sp.asstt.

S.W.O. will get sp. pay of Rs.500/-p.m.while Head peon will get Rs450/- & driver to get Rs.1450/-p.m.,Who does not know the difference in their responsibilities?

Why such an anomaly has been created? If it is agreed to give better starting basic pay to new clerk then it should have been given by improving basic salary structure to all.

Medical Aid : The rise in medical aid to award staff is neither proportionate to officer nor justified in the prevailing cost of non-hospitalized treatment required throughout the year in a family.

Why this discrimination in medical aid ?

L.F.C. :  This is said that the L.F.C. entitlement has been improved but actually entitlement has been reduced and the gap between the entitlement for clerk & peon has been narrowed down drastically.

  Clerks-( 4000 km A/c II ) Rs.2424/- while fare of 4000 km by First class is Rs2526/-                                                                                     (-4%)    (-ve as per railway time table)

  Railway fare for 3500 Km( as per 8th sett.) by First Class travel is Rs.2251/-so amount  wise benefit of Rs.173/-.only if encashment is calculated as A/c II ( 2424-2251=173)

   Where is improvement in LFC for clerks?

  Sub staff- (5000km A/c III) Rs.2061/- while fare of 5000km by Sleeper class is Rs.701/-                                                                                     ( rise of 194%as per railway time table).

The class of railway travel for clerks should have been improved to Air travel or at least First class A/c. The amount payable to sub staff has been improved substantially.

LFC entitlement amount for actual travel for four year option by clerks comes to Rs.4848/-per ticket for sub staff it is Rs.4122/per ticket while for JMGS-1are being paid Rs.40,000/- to Rs.45,000/- per ticket for air travel  to last destination.

Encashment of 100%of LFC bill should be allowed instead of 75%.

It is beyond our imagination. Why such a big difference between clerk & officer, and marginal difference between clerk & sub staff?                                                 

Conveyance

Conveyance allowance (transport allowance) to clerk have been increased to Rs.225/- or Rs.275/- p.m.(Cost of 5-lt petrol )from Rs.105/-p.m.against the reimbursement of cost of 35-lt of petrol for two-wheeler/ 50-lt for four wheeler vehicle to JMGS-1 before this settlement. Certainly the difference is not justifiable.

Compensation on transfer  This has been increased from Rs.600/ to Rs1120/-while  breakage amount being paid to officer is Rs.14000/-presently. Is it proportionately correct?

Split Duty allowance    Is it correct to pay Rs.125/ p.m. or Rs.5/-per working day for Inconvenience  of split duty ? Certainly not. Though it affects very fewer employees.

Non taxable benefits   Provision of reimbursement of mobile bill, petrol, cleansing material, casual labour etc and provision  for supply of furniture should be considered now.

Why clerical staff is continuously lagging behind in every settlement from officers in salary as well as in perks in spite of duties & responsibilities are being continuously shifted from officers to S.W.O., Sp. Asstt., Head Cashier.

 9th settlement provision of approx.Rs.2577/-crore for 6-7 lac employees & Rs.2200/-crore for 1.5 lac officers. Is it proportionately correct amount for award staff?  This shows that certainly there is lack of foresightedness or our weakness to present our claim at the time of settlement .There is huge resentment among all staff members for the present salary structure, perquisites & service condition of bank employees. So our union leaders must review the settlement and press IBA for betterment.
