Are There Any Gains OR There are only Losses As Indicated in the Draft Settlement for Workmen

We have received draft for 9th Bipartite Settlement and shocked while going through the proposed contents of the settlements. Such type of proposed provisions are as under:-

1.       It is proposed that The Basic Pay of all clerical staff will be increased by Rs.1000/- p.m. w.e.f. 1st May 2010. All clerical staff members will be liable to perform the duties of Single Window Operator ‘A’ as mentioned in Schedule III of this Settlement in addition to the normal clerical duties as and when required, including those duties which attracted payment of Special Pay hitherto.

Schedule shows that duties of single window operator A will be same as currently have Computer Operator - B (with passing powers). Computer Operator – B already received allowance of Rs 1100+DA i.e. 68.76% (total Rs. 1856.36). Whereas while doing same duties he will just receive Rs 1000+ DA i.e.36.75% (total Rs. 1367.50).

CTO category A already getting the allowance of 910+DA i.e. 68.76% (total Rs. 1537.71)will now receive 1000+ DA i.e.36.75% (total Rs. 1367.50) and will now perform the duties of CTO category B while losing the amount of Rs 170.21. Is it justice that while loosing the amount perform enhanced duties. He will also loose the seniority also as CTO category A.

Same position with Proposed allowance Single Window Operator ‘B’. It is proposed that he will receive allowance Rs 500 in addition to Rs 1000. Now Single Window Operator ‘B’. will receive Rs 1500 + DA i.e.36.75% (total Rs. 2051.25) comparison to previously Rs. 1100+DA i.e. 68.76% (total Rs. 1856.36). In lieu of additionally net Allowance(including DA etc) of Rs 194.89 his duties has been doubled from previous

duties. Passing and cash payment of all chequest/withdrawal forms/bankers’ cheques/ gift cheques, etc. from Rs 20000 to Rs.40,000/-.. Passing independently clearing and transfer cheques, vouchers etc. (whether credits or debits) from Rs 25000 to Rs.50,000/-. Receipts of cash and issuance of pre-signed drafts/gift cheques/ travellers’cheques/pay orders/bank orders, etc.also from Rs 25000 to Rs.50,000/-.

Position of Special Assistant is even worst then Single Window Operator ‘A’ & ‘B’. . It is proposed that he will receive allowance Rs 1180 in addition to Rs 1000. Now Special Assistant will receive Rs 2180 + DA i.e.36.75% (total Rs. 2981.15) comparison to previously Rs. 1600+DA i.e. 68.76% (total Rs. 2700.16). In lieu of additionally net Allowance(including DA etc) of Rs 280.99 his duties has been increased almost three times from previous duties. Passing independently, manually or online, cash instruments has been increased from Rs 35000 to Rs.1,00,000/- and clearing and transfer cheques vouchers etc., (whether credits or debits) has been increased from Rs 150000 to Rs.3,00,000/-.

House Rent Allowance for population below 12 lacs has been restricted to 6.5%, which is lesser than proposed previously or present rent structure.

We are allowing a lot of outsourcing which will impact negative on the employees, unions, and banks also in long term. We will invite a huge quantity of frauds and forgery also. In future bargaining power due to outsourcing will be minimised.

If IBA demands to enhance the duties of workmen as agreed in draft settlement, such type of salary enhancement would be given without settlement. Then what is the meaning of settlement.

Hence if We see broadly the settlement, it appears that we are likely to receiving nothing, but sacrificing a lot. IBA is taking much more then giving a little.

We bluntly refuse to agree with the proposed settlement and protest in toto.

Kindly renegotiate the aspect of the settlement to improve the same. Or It will be better not to settle anything and let us BHAGWAN BHAROSE"
